I don't actually know, but I can attempt to give a very general opinion since these are very general questions.

Simply put, you draft heroes that will win your opponent's heroes.

Yup. That's all. The rest is far too dependent on situation for me to give any more answers.

This of course means that you should have the means and the skill to try to defeat your opponent with that set of heroes. It doesn't matter what you draft as long as you find some way of winning your opponent with it.

I really can't say anything else!

Ideally you'll want to fix yourself with a strategy, and work on pioritising heroes in order of which one to draft first. After that realise the flaws in your strategy, and other strategies that counter it, and expand your hero scope, mix and match heroes with different roles, etc...

I could write a hell lot about this. But I won't. The guide to drafting on dotatips covers this to a rather sufficient depth though...
