Does anyone here use this hp bar programme or dotakeys to remap item hotkeys? Is it legal? Can it be used in tournaments/competitions?

You will have to ask individual organsiers since rules are different.
In CAL,it allowed since it does not change anything to the game itself.
it just how the key mapping.

Yes, i think its allowed, and they give you a time limit to set it up.

Eg: CAPL allows(i think) and they give u 5min i think :/


Edit : think you only allowed for custom hotkeys :/
