IMO IMO(I learnt), the hardest heroes to use is Lina and Lion. Finger and Laguna Strike is very hard to execute. Requires a lot of precision and timing.

On a serious note, I find heroes that require lots of micro-ing like Chen hard to use. Guess like what Dominic says, sufficient practice will make it easier I guess.
